Project Description: 

SCAT currently has two computer stations that will soon be linked to the Internet, and will be dedicated solely to community members, and we hope to have a high speed cable modem connection soon. The VISTA volunteer’s work would revolve around helping move SCAT into the “digital age” without leaving behind anyone in the Somerville communities SCAT has been serving for over 25 years: at risk youth, immigrant communities, low- and middle-income people, and organizations who feel ignored by the “mainstream” media, and seniors looking for a way to make their voices and concerns heard. The concrete activities would include but not be limited to the following:

Planning and policy work: Research how other public access stations have “crossed the digital divide” and implemented computer center programs, as well as programs related to the new digital video technologies. Make recommendations to SCAT staff and Board of Directors, and help implement the plan, which would include the purchase of some equipment.

Outreach: Collaboration on the development of messages and programming for the public access channel aimed at making people aware of the new resources and programs at SCAT; development of printed outreach material personal outreach work, such as visiting service agencies, youth groups, community associations, etc., with a translator where necessary.

Training programs: Design and implementation of a creative program of training on the computer stations, especially related to the internet and to the multimedia possibilities offered by the WWW; collaboration with SCAT staff who work with the non-linear editing system in the design and implementation of new multimedia training courses design and implementation of an advanced training program related to web site design, video streaming, etc.

Impact: It is hoped that this new facet of SCAT’s work will have many different impacts for low-income youth and adults, from both the English-speaking, and the non-English -speaking communities, including but not limited to: concrete, career-related training, increased accessing of the resources available through the internet; a dynamic new addition to SCAT television programming; the development of a dynamic multimedia program, where teh assets and opportunities of public access television and the internet are combined and made accessible to all.

Social Media Research and Development

Project Description: 

The Community Center is seeking to further develop its social networking presence and find innovative new ways to use technology to expand its outreach so that it can better serve low-income residents in St Bernard Parish, located at the epicenter of devastation from Hurricane Katrina.

The CTC Vista member will be contribute to the success of the project by evaluating all current social networking strategies and, to the extent possible, determining effectiveness and ROI. Research into best practices to increase effectiveness of current strategies will also be undertaken, and the use of additional social networking methodologies will need to be assessed. Should the addition of new strategies be determined to be advisable, the CTC Vista member will work with the Development Director and Executive Director to develop means to implement, maintain and monitor them.

Activity 1: Assess current social networking methods used by the Community Center has been accomplished.
Activity 2: Assist Development Director in designing online fundraising campaign for Holiday Season 2009 has been accomplished.
Activity 3: Develop a cause-based marketing catalog has been accompished in cooperation with the Development Director

Project Outcome: 

The VISTA conducted research into best practices, implemented the findings, and prepared monthly reports of social media participation data (twitter followers, facebook fans, myspace friends, etc). As a result, the VISTA has significantly expanded our social media outreach on MySpace, Facebook, and Twitter. The VISTA also worked with our food pantry manager to develop a blog to raise awareness, funding and food for the food pantry – see ffon.tumblr.com for the result. The VISTA conducted a social media use study of other nonprofits in St Bernard Parish, Louisiana, and a preliminary study of social media use by nonprofits in the greater New Orleans area that are doing the same type of work as the Community Center (long-term disaster recovery) has also been completed. Data from these 2 studies is currently being analyzed and the findings will be used by our next VISTA to further develop the social media strategy used by the Community Center.

The VISTA prepared 2 short videos which the Development Director integrated into the end of the year fundraising campaign (both available at www.youtube.com/ccstb), including the “Thank You” video which was the cornerstone of this campaign. The VISTA produced a 5 minute overview of the Community Center and a volunteer testimonial (all available at www.youtube.com/ccstb). The VISTA also compiled a CD that contains a comprehensive introduction to the Community Center of St Bernard. The CD includes video footage of hurricane Katrina damage to St Bernard and surrounding parishes, used by permission of levees.org, along with statements from the Community Center’s Executive Director, and a 12 minute video shot entirely by the VISTA that has interviews with key Community Center staff and details both the services available at the Community Center as well as ongoing needs. This CD is distributed to Community Center donors who give more than $25 as well as offered for sale for $10 to the more than 1,100 volunteers from all around the world who come to the Community Center annually. The 12 minute video will also be a key component in the various fundraising tours that the Executive Director is planning for coming months.

Activity 3, the online giving catalog, proved the most challenging of all the tasks undertaken by the VISTA. Deciding on items to include and whether to structure the catalog as a retail sale (eg buy t-shirt with the Community Center logo and part of the sale price goes to the Community Center) vs a sponsorship sale (buy a hot meal for 40 people for $10 or 200 lbs of rice for the food pantry for $50) was the first challenge. In the end, after a review of what other non-profits are using, a sponsorship sale based on that used by Heifer International and the World Wildlife Federation was chosen. The next step was coding this catalog, including setting up a shopping cart that automatically generates the ability to choose from a variety of “thank you” e-cards for the purchaser after the sale is complete. We are very grateful to the VISTA for his dedication to the project and his willingness to develop his technical skills which enabled him to finish this complex project.

Marketing and Outreach

Project Description: 

A VISTA member would work with Pro Bono Net staff to define short and long-term strategic outcomes for immigrants’ rights initiatives, create a project plan, and support Pro Bono Net and its partners in achieving outcomes defined in the project plan. Each of these initiatives uses technology to benefit low-income immigrants.

Goal 1: To provide strategic guidance and technical support for Pro Bono Net’s immigrants’ rights initiatives
Goal 2: Work with Pro Bono Net staff and partners to develop a training curriculum and toolkit to support the nonprofit immigrants’ rights sector
Goal 3: Research, implement and support new technology projects

Project Outcome: 

Stephanie’s primary focus was to develop a marketing database and other technology tools to expand our membership. In the year that Stephanie spent with us we increased our membership by approximately 1/3.

Stephanie’s efforts lead to a significant increase in membership as well as developed a robust marketing and outreach database that will continue to be a valuable tool for our project.

Stephanie took on a number of ad hoc research and other projects based on her interest in immigration law and policy. She also helped to support our social networking initiatives and overall content management.

Outreach and Website Development

Project Description: 

Creating a successful, user-friendly, all-inclusive database of technology organizations and WiFi locations will require a time and effort commitment that is beyond our means at this time. A CTC VISTA member will help us expedite the process of developing the database, and allow us to finally get this project off the ground.

- Research and catalog organizations that offer technology services
- Establish and manage relationships with technology organizations
- Develop and maintain the “Digital Inclusion Oakland” website
- Help update the OTX West website

Project Outcome: 

The corps member created the website getconnectedoakland.org. She researched computer related resources (i.e. education and training, tech support, free internet hotspots, where to purchase or acquire a free refurbished computer) in Oakland and the surrounding area. This information is now available on the website. The member has also spent time creating fliers and other marketing tools to get the word out about the website to the citizens of Oakland. The member has also sat in on computer classes taught by other organizations and shared information with them about open source software and other free online resources that can enhance their current curriculum and training.

Now that the website is up and running, we can now refer our clientele to the website for any technology needs. We also use the website to locate resources and recommend them to the community we serve. The website will be maintained by staff members at OTX West. Former VISTA member, Jasmine, has been hired and will be one of the main people maintaining the site.

Jasmine also created online Google forms for our volunteer registration and computer class registration and sign in. We used paper registration forms and needed an easy way to convert our paper forms to online forms for easy access.

Digital Story Archiving

Project Description: 

CDS has on archive over 6000 digital stories, the largest archive of digital stories in the world representing 16 years of work, and we continue to capture as a national/international organization more than 800 stories per year. The archival system has evolved slowly over the last decade, we can identify the location of the vast majority of stories by the workshop name and date, but we lack a robust system of managing the stories based on meta-data tags and client name. To secure the archive for future generations we need to maintain a robust system, and enhance its capabilities. The capacity to fully integrate effective archival practices into all of our workshops and post-production processes is an invaluable contribution to the field.

We are seeking a CTCVISTA member to help develop our Archive and Post Production Technical Support systems. This work would include:
Reviewing existing archive project and systems, research comparable systems in other organizations: enhancing and developing database systems for our movie archive; enhancing and developing post-production systems for managing participant data, update materials for post production process and software tutorials, DVD and Website templates for publication; developing model research/curatorial projects for each initiative process using archive as basis for examining relevant issues in connection to poverty.

The CTC Vista will work with the Supervisor/Technical Director to further develop and enhance two major systems of our organization, the CDS story archive and CDS Post-Production system

The tasks will include:

Project Outcome: 

Principal Task: Archive.
Accomplishments: Research best/appropriate RAID system for CDS archive of story data. Arranged for purchase of system. Migrated data onto new system. Met all deadlines. Research and purchasing assistance from Apple Certified Support Professional, Clinton Gilbert. Migration assistance from Jennifer Nazzal, CDS Post Production Supervisor. Needs analysis and design of custom organizational system to accommodate over 8TB of story data covering over 10 years of various types of Digital Storytelling workshops and projects conducted around the world. Set-up, installation and troubleshooting of dedicated computer station to operate the RAID. Review and organization of over 8TB of story data into custom system. Collection and integration of additional data from 4 Field office staff members. Creation of record of files for review purposes. Creation of multi-chapter guide for institutional use of the RAID system and data management. Training of staff and interns for continuation of RAID maintenance. Archive intern selection and management overseeing data entry by archive interns during May-July.

Additional Archive Task: CDS Online Story Theater.
Accomplishments: Organized existing data and back-end of Theater. Compiled new submission form for CDS Staff to submit entries to Theater. Compiled new stories and associated data and added to Theater. Participated in promoting new stories in CDS quarterly newsletter. Creation of mulit-chapter guide for institutional use of the Online Story Theater platform and back-end data management. Training of staff and interns for continuation of Story Theater.

Patrick also undertook a complete proof-reading of our book entitled Digital Storytelling: Capturing Lives, Creating Community. This task included revisions on nearly every page of the book as well as considerable copy-editing of our new revised curriculum chapter: The Seven Steps of Digital Storytelling.

Regulatory Research VISTA

Prometheus has always done work to make the workings of the FCC more transparent and to bring a wider array of voices to the table as the FCC considers the media future. A VISTA will allow the organization to reorganize this often harried work into a more systematic operation for Prometheus.

The regulatory research project involves researching legal and technical issues as they relate to communications regulations, for the purpose of informing regulatory rule-makings. This would include topics such as Low Power radio, media ownership, spectrum policy, and the analog to digital transition.

Goal 1: Make FCC regulations and lawsuits relevant to media reform accessible to a broad audience

Goal 2: Prepare outreach plan for future FCC filing windows

Project Outcome: 

Goal #1 for our second VISTA was to “Make FCC regulations and lawsuits relevant to media reform accessible to a broad audience.” Brandy Doyle has developed a working knowledge of FCC regulations and telecommunications law that she’s used to educate both the general public and other staff members on the rules that impact community radio. She has written a number of brief, plain-English articles about complex regulatory subjects, including digital radio, radio spectrum policy, and broadcast media ownership. Brandy led the effort to develop a comprehensive plan for the organization’s regulatory work, including a 20+ page document on regulatory work – the most comprehensive the organization has ever produced. This plan proved instrumental gathering input from the entire staff collective in decisions about future regulatory priorities. As part of her goal to make regulatory procedures more accessible, Brandy designed and led a series of public workshops in different settings. In April Brandy held an educational workshop at WMNF Community Radio in Tampa, Florida on media ownership and FCC rulemaking process. In May, Brandy co-presented on “Community Journalism: Its Relevance in Radio and How to Bring it to your Newsroom” with Terri Klemetson, news director at KMUD, and co-presented “The D.C. Report: Community Radio, Politics And Policy” with Pete Tridish at Grassroots Radio Conference. Also in May, she facilitated a discussion with Davis Media Access about the challenges and benefits of community radio/public access television partnerships. Brandy has been aided by her coworkers in the regulatory policy team who have taught her how to research FCC dockets and given her context and information to make sense of them. She has also received support from the rest of the staff.

Because of her own interests, skills, and experience, Brandy has chosen to taken on a number of general writing and editing projects for the organization. Brandy has worked with the communications staff to think through a more comprehensive press strategy, not just a press strategy for outreach, as described in her VISTA assignment, and has played a role in improving our process for media advisories and press releases. Another responsibility Brandy has taken on has been to help coordinate aspects of our new website launch. She’s also taken on responsibility for responding to requests to volunteer at Prometheus, a role that rotates amongst collective members.

The VISTA will assist Prometheus Radio Project in researching and evaluating data to better understand the current regulatory landscape in the world of community radio.

First, the VISTA will survey stations and review FCC data to create a “snapshot” of the regulatory landscape for community radio in 2011. Issues addressed may include encroachment from full power stations, interference from digital radio signals, anticipated new eligibility requirements for low power stations, and the impact of rule changes surrounding the relative priority of low power stations and translators. The snapshot will inform out advocacy, helping us to prioritize our efforts and support our statements to the FCC. Documents produced by the VISTA will be made available to other media justice organizations, to better inform their work in field of public media and technology.

Second, the VISTA will launch a new effort to involve stations in their own regulatory advocacy by developing and promoting an “FCC Comment Tool” and related resources, such as a guide to FCC participation and an online forum on regulatory advocacy. Together, these efforts will support an informed and active community radio sector.

Project Description: 

In relation to the Comprehensive Broadcasting Plan, the Corps member will be responsible for researching current radio technology and preparing cost/benefit analyses for the Board and gathering information about the operations of other community media centers. The Comprehensive Broadcasting Plan would be the priority for the first half of the year and laying the groundwork for the media center would be the focus of the second half of the year and laying the groundwork for the media center would be the focus of the second half of the year. To support the media center concept, the Corps member will gather information on the needs of the community, reach out to organizations/individuals to build partnerships to help meet these needs, determine what each organization has to offer and at what level they would like to participate. The Corps member will also assist in developing a marketing plan to familiarize the community with the new services/trainings/events that will be available at the media center. Working closely with the Station’s promotions committee, the Corps member will assist with organizing two fundraising events to build awareness and raise funds to support the center’s growth. A grant proposal for local funding will also be developed.
